"In a lockout the employer—not the workers—initiates the work stoppage when he temporarily closes down the operation of a particular firm or other economic unit as a means of forcing employees into line.88 The shutting down of operations of this type is clearly within nonviolent action. However, the use of public or private armed police or troops in behalf of the management would introduce violence into the lockout, just as violence by workers or employers would bring violence into strike situations. In strikes, of course, it is the workers who bring the operations to a halt by withdrawal of their labor, as described in detail in the next chapter. In a particular industrial conflict it is sometimes difficult to determine whether the stoppage began as a strike or a lockout."...
