"Economic or political opposition may under special circumstances be expressed by the refusal to provide desired economic and technical assistance and advice. For example, in 1936, in an effort to counter the demand by steel industrialists for a significant price rise, Göring sought to establish a new government steel plant, the Hermann-Göring-Works.
