"Economic or political opposition may under special circumstances be expressed by the refusal to provide desired economic and technical assistance and advice. For example, in 1936, in an effort to counter the demand by steel industrialists for a significant price rise, Göring sought to establish a new government steel plant, the Hermann-Göring-Works. The majority of steel producers in Germany, however, tried to defeat Göring’s new project by proposing that “none of the private steel firms should lend any assistance” to the new government steel plant.
